Hong Kong Financial position

I promised to let you have by telephone a rough figure for Hong Kong in connection with the meeting next Saturday to consider Malayan proposals for assistance from U.K. funds. As I understand you have been called away, I thought it would be more convenient and helpful if I sent you the enclosed statement which contains some details in support of the figures. You will see that the totals are a grant of £7,187,000 and an interest-free loan of £3,500,000. I also enclose a copy of the despatch from Hong Kong putting forward the proposals referred to in paragraphs 1 and 2 of the note.
